Seeking a full time limited term employee for 6 months to assist with data management related to livestock premises licensed by DATCP and potential animal carcass disposal sites in WI. Will involve database design and management to integrate diverse information sources from reports, geospatial data, and relational data. Map making and geographic data analysis will be minimal. Candidates with the following skills and abilities will be given preference. + Fluent with ArcGIS required + Familiar with address geocoding software and Census TIGER databases required. + Familiar with field grade GPS coordinates and data integration required. + Experience using Microsoft Access to enter and manipulate relational databases required + Practical understanding of concepts such as map projections, geodetic datums, coordinate systems (including latitude/longitude, UTM, SPC), and database relationships required. + Familiar with sources of Wisconsin statewide and local GIS data themes, including web mapping services, digital raster graphics, digital orthophotos, the public land survey system, and local land records including parcel mapping highly desirable. +Experience working with Wisconsin Transverse Mercator and Wisconsin County Coordinate systems highly desirable. + Familiar with Federal Geographic Data Committee’s Content Standard for Digital Geospatial Metadata (CSDGM) desirable. Responsibilities: 1) Mine existing DATCP licensing data, animal health certificates and other data sources available to develop GIS animal health applications aimed at enhancing the agency’s capacity to contain animal diseases. 2) Prepare geospatial information in DATCP & USDA standard formats. Reproject, convert, or create geographic data sets as necessary and populate database tables ensuring that products conform to prescribed DATCP & USDA-APHIS-VS standards for geographic data and databases. 3) Document geospatial and inventory information. 4) Support development of ESRI personal Geodatabases (GDBs) and shapefiles. Geospatial and inventory information (along with accompanying documentation) ultimately need to be converted to GDB data structures. Incumbent will assist with this migration process. 5) Coordinate efforts and workflow with USDA-APHIS-VS staff. DATCP will provide day-to-day guidance. Frequent communication and documentation of progress will be required. 6) Participate on an agency-wide work group to strengthen the agency’s capacity to utilize GIS for decision support.
