Ramona and WLIP Annual Survey Comparison Study

In June 2006, the Wisconsin Land Information Association (WLIA) Board of Directors and the Land Information Officers Network (LION) made motions requesting that the State Cartographer’s Office (SCO) investigate the relationship of a new federal GIS data inventory tool called Ramona to Wisconsin’s past annual Wisconsin Land Information Program (WLIP) Annual Survey and make recommendations. Upon further study, the SCO recommended utilizing the Ramona survey tool with the addition of key questions from the past WLIP survey. Using a series of review teams of domain professionals, Wisconsin's profile was developed and added to our Wisconsin Ramona Survey. WLIP Annual Survey Background

The purpose of the Wisconsin Land Information Program (WLIP) Annual Survey is to provide a periodic assessment of the status, progress, and benefits of the WLIP to each of Wisconsin's 72 counties and other interested parties. By tracking the same questions over time, users of the Survey are able to not only determine the status of the WLIP today, but understand how it has changed from prior years, seeing changes in things such as software, type and extent of data available, and types of applications that use the data.

Administration and support for the WLIP Survey ended in January 2004. The SCO took over the survey administration duties in the summer of 2006. To provide the most efficient means of surveying GIS data producers in the state, the SCO has been working to dovetail the WLIP Survey with the nationwide Ramona GIS Inventory System. The Ramona survey is an online survey already implemented to survey GIS data producers across the nation at the state, county and municipal levels.

Ramona GIS Inventory Background

Ramona was developed to inventory the GIS data holdings of tribal, state and local governments, and their partners. It provides one consistent platform for the nation that is designed to work in concert with the Geospatial One Stop (GOS) Portal, but it can also be customized for use by each state. Ramona allows its users to create their own profile, including information on their organization, systems, and data distribution and management policies. The system also provides a quick way to inventory individual data layers that only takes between 30 seconds and 2 minutes per layer.

Using Ramona will help state, local and tribal government agencies reduce the number of data inventory requests made by federal agencies. For example the Census Bureau routinely contacts agencies to obtain information for the TIGER Enhancement Database and the Federal Emergency Management Agency inventories all available data when it begins to update Flood Maps in each jurisdiction. By entering the information for your organization, at your own pace, you can reduce the complexity and frequency of these contacts and manage your time more effectively. Ramona will also be useful when government agencies are responding to emergencies. Your information will be readily available to other agencies and will reduce their need contact you. This will help to speed-up services to your citizens.
