Standalone ArcCatalog XML metadata documents are successfully edited with tkme. Peter Schweitzer had some advice for folks doing that.
The metadata functionality of ArcCatalog can be increased by adding any number of additional tools built with ArcObjects. Find a batch of them at ESRI's ArcGIS Developer Online > Samples > Metadata.

- Description:
- ArcCatalog is one of the applications in the ArcGIS 9 suite; it has been included in the ArcGIS suite since version 8. Its primary function is for the management of geospatial data and metadata. Although this tool may be used to create edit and view metadata in both ISO and FGDC CSDGM forms, the forthcoming review will only includes its use for CSDGM metadata because the ISO metadata standard is neither formally approved nor commonly used at this time in the United States. The tool has a very similar appearance to SMMS; the similarity is not coincidental.
- Cost:Included with ArcGIS/ArcView 9, but not available separately. That makes the price about $1500, with a free copy of ArcView 9!

- Because ArcCatalog metadata is linked to the dataset it describes, certain inherent properties of the dataset (bounds, coordinate system, feature count, attribute names) can be automatically populated and maintained in the metadata.
