		Abstract:
			This data set delineates the polygon boundaries of
			offshore mineral (oil) leases for the state of Louisiana.
			The area covered is from the shoreline out to the three
			mile territorial limit for Louisiana.  Leases further from the
			shore are covered by Federal leases and are not part of
			this data set.
			
			It is important to note that the lease boundaries represent
			the current configuration for that lease.  The data set does
			not track past configurations of the lease boundary or the
			boundaries of the original tract submitted for bid.
		Purpose:
			To provide a current delineation of the position and
			ownership of oil leases.

			This dataset combines what would normally be broken up
			into several datasets in a GIS.  Additionally, what would be
			attributes of polygons in a GIS are displayed as 
			appropriately positioned text.
			
			There are three major types of boundaries: a regular grid
			corresponding to the Mines and Mineral Services Block
			System, a scalloped boundary corresponding to the three
			mile territorial limit of Louisiana into the ocean, and the
			irregular boundaries delimiting the mineral lease areas
			within the three mile buffer zone.  Producing leases are
			bounded by green lines, non-producing leases are
			bounded by dotted yellow lines.
			
			Within each of the MMS grid blocks is a character string
			of the form xxn, where xx is two characters from the
			name of the oilfield, and n is the systematic number in
			the MMS system.
			
			Within each leased area boundary are three text strings.
			The text string in red and similar to 'TR23662 11/16/87'
			reports the tract number from the original area
			submitted for bid and the date the lease was awarded.
			The text string in blue is the name of the original holder of
			the lease, thus may not reflect the current owner.  The text
			string of the form SLn, where n is an integer is the State
			lease number of the area.  In producing lease areas the
			lease number is in green; in non-producing areas the string
			is in yellow.
			
			Additionally, within each producing lease area, a green $
			redundantly identifies the area as producing.
