Job Summary:
Assist the GIS Coordinator in the development, maintenance, and operation of GIS projects, applications, and data. Maintain and
document GIS related procedures. Provide GIS technical assistance and training. Perform the technical work necessary to provide
GIS services in the most efficient, effective manner possible.
Responsibilities:
- Technical Support
- Participate in the development, enhancement, implementation, and support of GIS programs and applications.
- Prepare, update, and maintain maps and geospatial data.
- Apply GIS procedures to assure quality and conformity of GIS data, products, and services.
- Independently troubleshoot and resolve GIS related issues.
- Create GIS related tasks through modeling and minor programming.
- Documentation
- Document GIS-related procedures clearly and precisely.
- Document how-to and help procedures for users and future reference.
- Create and maintain the documentation of GIS-related workflows and system operations.
- Help and User Support
- Provide professional customer-focused support to end users and public.
- Create user manuals and provide GIS-related training to county staff.
- Assist in the setup of GIS-related projects for end users and departments.
- Assist in the management of GIS and aerial imagery user accounts and access rights.
- Design and prepare maps and databases for end users and the public.
Qualifications:
Education and Experience:
- Bachelor’s degree in GIS or Geography (NOTE: Must provide proof of GIS coursework); AND
- One (1) year of direct experience with geographic information systems.
- Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.
Certificates/Licenses Required:
- Valid Minnesota driver’s license and proof of personal vehicle insurance.
Knowledge, Skills & Abilities:
Required at Entry:
- Knowledge of data formats and transfer standards.
- Knowledge of the capabilities, principles, practices and trends of GIS technology.
- Knowledge of coordinate systems, map projections, and spatial topology.
- Knowledge of land surveying principles, legal descriptions and Public Land Survey System.
- Knowledge of where to obtain various public geographic databases.
- Skill in GIS software such as ESRI ArcGIS Desktop and Online.
- Skill in communicating effectively, both orally and in writing, with GIS users, non-GIS users, outside agencies, and the public.
- Skill in using Microsoft Office Suite of products.
- Interpersonal, analytical, organizational and facilitation skills.
- Ability to conduct research independently.
- Ability to develop and present status reports.
- Ability to maintain accurate and detailed records with knowledge of metadata.
- Ability to multi-task on a variety of tasks, projects and issues.
- Ability to read and write English.
- Ability to lift and carry up to 20 pounds.
Required at Full Performance:
- Knowledge of Carlton County’s GIS policy, along with State and Federal regulations as related to GIS data distribution.
- Knowledge of Computer Aided Dispatch, MSAG and GIS databases as related to NG911 functions.
- Knowledge of, and the ability to research, public records and other public documents.
- Knowledge of mobile GIS applications.
- Skill in the use of the AS400 tax system.
- Skill in the design, development, support and troubleshooting of GIS databases and web mapping applications.
- Skill in ArcGIS workflows and parcel fabric.
- Skill in the various aspects of ArcGIS Online.
- Ability to train staff on the use of GIS applications.
- Ability to troubleshoot and solve technical GIS issues and minor GIS server issues.
- Ability to operate large format printer and scanner.
- Ability to develop effective working relationships internally and externally.
- Ability to meet deadlines and prioritize immediate and long range projects.
