Job Summary:  IT Applications Analyst utilizes specialized knowledge of software & systems components and applies knowledge and skills in problem-solving, implementing configuration changes, including technical expertise in assigned systems. Analyzes, documents, installs, supports, and maintains applications, software, and systems.

Job Responsibilities:

  1. Hands-on support for day-to-day usage of solutions. Facilitate the investigation of production outages/problems and the subsequent restoration of service; diagnose and resolve issues; ensure determination of root cause with plans for remediation.
  2. Maintains a deep domain knowledge of the functionality of Milwaukee County Enterprise applications, technology, and integrations.
  3. Lead development and maintenance activities for assigned applications.
  4. Provides technical support to IMSD staff and customers.
  5. Converts requirements into appropriate system configurations.
  6. Understands Geographic Information Systems intended for solutions, problem solving, and strategizing.
  7. Supports the planning, creation & implementation of interfaces & other integration as necessary.
  8. Strive to implement elegant solutions which will result in less issues, less complexity, and easier ability to troubleshoot & maintain.
  9. Ensure delivered solutions meet Milwaukee County’s standards for security, data integrity, platform, and performance.
  10. Work with Manager, lead, team, and business units to execute based on priorities.
  11. Ensure that configuration management policies and procedures are in place and followed consistently.
  12. Be self-motivated, self-directed, and have a sense of urgency around solving production problems.
  13. (Re)install, (re)configure, and upgrade software and systems.
  14. Be an advocate for your applications and systems to keep them up-to-date and operating efficiently.
  15. Provide input to key technology design decisions by conducting technical review of design; evaluate and provide recommendations.
  16. Utilize source code repository tools Azure DevOps and GitHub Enterprise.
  17. Creates, implements, maintains and tests DR procedures for applications.
  18. Ensures Change control and support ticketing processes are executed by defined procedures.
  19. Practice strong personal management routines; effectively participates in the IMSD performance management process to drive goals & performance; Works effectively in a matrix environment & develop a culture of collaboration; Ensures IMSD reputation for solid delivery.
  20. Use a data driven approach to drive process improvement for all supporting activities.
  21. Partner with 3rd party vendors to review deliverables and hold them accountable.
  22. Desire to learn and become an expert with other technologies as needed.
  23. Be able to learn and adapt to processes, tools, and methodologies.
  24. Help to implement processes, tools, and methodologies to make the tech team more successful.
  25. Stay current with various web technologies and share unique insights with the team.
  26. Rotating on-call support a few weeks per year.
  27. Other related duties as assigned.

Minimum Qualifications:

  • Current State of Wisconsin resident
  • Valid Wisconsin driver’s license at time of application and maintained throughout incumbency
  • Level III:  Associate’s Degree in IT, Engineering, or Business-related areas and 5+ years or Bachelor’s Degree and 2+ years of professional experience required with applications and technology solutions.
  • Level II:  Associate’s Degree in IT, Engineering, or Business-related areas and 2+ years of professional experience with technology.
  • Level I:  High School Diploma and 6+ months of professional experience with applications and technology.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
  • Position requires the ability to push, pull, lift, and carry up to 60lbs.

Knowledge, Skills, and Abilities:

  • Excellent communication skills both verbal and written.
  • Experience setting up and managing web-based applications.
  • Well versed in technical concepts, approaches, and designs.
  • Solid understanding of internet technologies like HTTPS, FTP, IIS, SMTP, DNS, and VPN.
  • Experience with programming languages like SQL, HTML, Visual Basic, C#, Visual C++, Javascript, Java, PHP, Python, or other.
  • Experience working with databases like Azure SQL, SQL Server, or other database technologies.
  • Experience with file formats like CSV, XML, fixed-length, and EDI.
  • Experience with content management systems like OnBase, Titan, or other.
  • Knowledge of Geographic Information Systems and mapping software like ESRI, ArcGIS, QGIS, or other mapping software.
  • Knowledge of internet-based productivity suites like Microsoft’s Office 365 or Google’s G Suite.
  • Working knowledge of Agile and waterfall methodologies for planning and executing work.
  • General knowledge of network hardware/protocols and desktop hardware/operating systems.

Note:  In accordance with Rule III, Section 12 of the Civil Service Rules, a noncompetitive examination will be held for this position. The noncompetitive examination will consist of criteria deemed appropriate by the Director of Human Resources to rank applicants on the eligible list for this position.
