The Wisconsin Department of Natural Resources (DNR), IT Executive Program is recruiting to fill a Drinking and Groundwater (DG) GIS Specialist vacancy in the IS Data Services – Specialist classification. This is a Statewide recruitment, with a flexible primary office location, but will be managed out of the DNR Headquarters in Madison, WI. There is an opportunity to telework for up to 60% of the workweek, after initial training period.

Position Summary:

This position is responsible for planning, implementing, upgrading, and supporting the development of the Drinking and Groundwater (DG) Program’s Geographic Information Systems (GIS) mapping applications and geospatial data needs. Primary responsibilities include developing, managing and maintaining the DG Program’s web-based mapping applications and all requisite map/feature services; performing advanced technical data and database design; analyzing data requirements; performing spatial data analyses; and assisting with necessary quality assurance and quality control processes to support DG Program IT operations and business needs.

The position requires a strong knowledge base and experience: understanding and managing GIS data and applications in multiple environments; GIS relational database management and development in Oracle /ArcSDE; a desire and ability to create and negotiate solutions; working on development teams to integrate complex IT/GIS solutions existing in desktop, mobile and web environments.

This position is responsible for understanding and meeting the IT and GIS business needs of department staff, government and non-government agencies and the general public. This position works closely with the DG program and other DNR IT staff.

Required qualifications include experience in all the following:

  • Experience performing GIS data management including conversion and transformation, GIS data editing, quality control, metadata management and creating maps to defined specifications using Environmental Systems Research Institute (ESRI) ArcGIS Desktop software (ArcMap and ArcGIS Pro).
  • Experience working as technical member on a complex GIS project team composed of both technical and non-technical members.
  • Experience developing, supporting and customizing web-based browser or mobile mapping or data collection applications to meet specific business needs.

Best-qualified applicants will also have a combination of the following qualifications:

  • Experience with database or geodatabase design, creation, and maintenance, including knowledge of ArcSDE and Oracle (or similar), including experience creating or troubleshooting SQL views or spatial views and editing and managing large GIS datasets.
  • Experience with GIS scripting and/or development of automation routines for complex geospatial data processing or mapping tasks.
  • Experience with project management or business analysis, including interpreting, documenting and communicating project business needs, tracking tasks, budget, and quality control of your own work and/or the work of others.
