The Wisconsin DNR is hiring a dual LTE (Limited Term Employee) – IS Business Automation Senior and IS Data Service Senior located at Rhinelander Station in Rhinelander, WI or at our central offices in Madison, WI
*The work location for this position will depend on the selected candidates preference.
This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.
Position Summary
IS Data Service Senior
The Senior Field Technology Support Professional works as part of a team of IT professionals to support field operations for the Divisions of Fish, Wildlife and Parks (FWP), and Forestry (FR). Under general supervision, this position works under the guidance of the Field Technology Support Coordinator and provides technical support and training to support field staff work (reporting, mapping, mobile data collection, general technology use). The position requires knowledge and experience in IT/GIS/GPS and understanding of habitat management practices and terminology, with a desire to help staff make efficient use of technology. The primary customer base for this position includes Wisconsin Field Inventory Reporting System (WisFIRS) Public Lands application users (habitat, pesticide, prescribed burn managers) throughout the state.
40% – Support:
– Provide technical support of GIS software, FR custom applications, data dictionaries, and reporting tools
– Support GIS work through consultation, research, material development, and training
– Provide user requirements as part of application development process
– Research, resolve, and document technical problems, issues, and trends
– Maintain issue tracking and resolution systems
– Research, test, and recommend mobile applications for field use
35% –
Training:
– Identify business area IT training needs and develop training for customers of varying technical skill
– Design and develop technical procedures and manuals to train staff to use IT applications, GIS editing principles, reporting, analysis, and management techniques
– As part of a team, conduct or evaluate training in custom or COTS applications
25% – Project Participation:
– Conduct custom or COTS application testing (eg WisFIRS Public Lands, mobile apps for field data collection)
– Participate in requirements gathering, design, and testing of IT and GIS applications to provide a field and training perspective
IS Business Automation Senior
The Field Technology Support Professional works as part of a team of IT professionals to support field operations for the Divisions of Fish, Wildlife and Parks (FWP), and Forestry (FR). Under general supervision, this position works under the guidance of the Field Technology Support Coordinator and provides technical quality assurance, application testing, and business process analysis in support of habitat management work. The position requires knowledge and experience in IT/GIS/GPS and understanding of habitat management practices and terminology, with a desire to help staff make efficient use of technology. The primary customer base for this position includes WisFIRS Public Lands application users throughout the state.
60% – Custom application quality assurance:
– Analyze business processes and translate to custom applications
– Provide user requirements and participate in requirements gathering and design of DNR developed IT/GIS applications and function as a liaison between users and IT teams
– Regularly test complex business processes in custom applications to ensure system reliability
– Independently conduct testing of custom web applications and communicate results to IT staff and managers
– Analyze, resolve, and document technical problems, issues, and trends during development and testing process
– Verify that daily operations of application business workflows are functioning
– Participate in problem resolution with business and IT representatives
25% – Support:
– Provide technical support of custom applications and data reporting tools
– Support GIS and tabular habitat management work through consultation, research, material development, and training
15% – Training:
– Evaluate and document training needs for customers of varying technical skill
– Review and edit technical procedures and manuals to train staff to use IT applications, GIS principles, and data reporting, analysis, and management
– Conduct or evaluate training in complex custom applications
Qualifications
IS Data Service Senior
Required:
– Knowledge of customer service concepts and strategies with strong problem-solving skills
– Knowledge and skill related to formal and informal technical training of adults
– Knowledge of the specific functionality, operation, and appropriate applications of GIS software and GPS technology in natural resource management
– Ability to create and edit on-line help documents and training manuals to be used in various stages of the application development process
– Ability to communicate technical information orally and in writing to a non-technical audience
Preferred:
– Knowledge of the principles and practices of habitat management
– Knowledge of field data collection procedures (e.g. surveys, inventories, etc.)
– Knowledge of DNR’s WisFIRS Public Lands application
– Experience working within a team atmosphere
IS Business Automation Senior
Required:
– Knowledge of customer service concepts and strategies with strong problem-solving skills.
– Knowledge and skill related to application troubleshooting, problem resolution, and documenting the issue and results for commercial off the shelf or custom applications.
– Ability to track work items with a high level of accuracy and document results.
– Ability to communicate technical information orally and in writing to a non-technical audience
Preferred:
– Knowledge of the principles and practices of habitat management.
– Knowledge of field data collection procedures (e.g. surveys, inventories, etc.).
– Knowledge of DNR’s WisFIRS Public Lands application
– Experience collaborating with a group of IT professionals to reach decisions on technical solutions
