The Wisconsin DNR is hiring an LTE (Limited Term Employee) – IS Systems Development Services Specialist and IS Business Automation Specialist located at our central office in Madison, Wisconsin.
This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.
Position Summary
IS Systems Development Services Specialist LTE – Forestry GIS Application Specialist
Under general review, the Forestry GIS Application Specialist works under the guidance of the GIS Infrastructure, Development and Support Section supervisor to develop, maintain and support custom applications for forestry and habitat management operations. The GIS Application Specialist will support application components of the multi-division custom WisFIRS Public GIS application and develop forestry GIS applications in commercial-off-the-shelf (COTS) platforms. The position will work independently on complex assignments and requires comprehensive knowledge of GIS principles.
50% Maintain and support GIS data and map services for WisFIRS Public GIS application in support of DNR, county and federal users
* Develop, maintain and support web mapping application services and application data
* Troubleshoot, identify and resolve defects
* Develop and manage routine task workflow automation for distribution (e.g. scripts, queries)
* Develop and maintain geospatial data, documentation, and metadata following established standards
30% Develop/maintain GIS applications based on COTS platforms (e.g. ArcGIS Online, VertiGIS, Portal)
* Determine application technical feasibility to ensure it can meet identified business needs
* Design, develop and customize COTS applications using GIS data to provide additional functionality based on business requirements
* Troubleshoot, identify, and resolve production and development application problems
* Create application specific documentation for various audiences, including IT staff, program representatives, application testers and application users
20% Participate on FR IT/GIS application technical teams.
* Work with program representatives to assess the scope and objectives of GIS tools/applications
* Collaborate on IT/GIS teams with project managers, business analysts, GIS specialists, and GIS developers
IS Business Automation Specialist LTE – Forestry AGOL Coordinator
This position serves as ArcGIS Online (AGOL) Coordinator serving 500+ Division of Forestry (FR) employees statewide. Under general review, the AGOL Coordinator works under the guidance of the DNR IT GIS Infrastructure, Development and Support supervisor to administer AGOL guidance and investment in the division, and coordinate support of AGOL/Portal initiatives and accounts. The AGOL Coordinator will analyze business needs to develop and implement standards and guidelines for FR AGOL use. The position will work independently on complex assignments and requires comprehensive knowledge of division-wide forestry business area program needs, GIS and design principles as well as DNR IT standards and best practices.
50% Conduct business analysis for AGOL/Portal technical applications
* Analyze business processes and data needs and recommend AGOL solutions consistent with furthering business program objectives and IT plans
* Advise on appropriate AGOL tools and recommend new systems or system enhancements based on business needs and available tools
* During annual division IT project prioritization process, evaluate proposals and solutions to meet business needs. Make recommendations related to solution, anticipated timeline, and resources
* Research and support ESRI’s AGOL technology options to satisfy program and staff needs
40% Serve as AGOL/Portal and Open Data Portal custodian
* Monitor division AGOL/Portal use (accounts and projects). Meet with management to explain needs and costs, including evaluation of existing and future investment
* Develop and implement AGOL standards, guidance, and manuals for the division
* Collaborate with Division Web Coordinator to establish and implement design standards and technical review criteria of AGOL projects for the division
* Develop training plans and guide FR AGOL users to appropriate training resources
* Maintain forestry data available on DNR’s Open Data Portal, including documentation
10% Perform other tasks as assigned
Qualifications
IS Systems Development Services Specialist LTE – Forestry GIS Application Specialist
Required Qualifications:
1. College-level training or professional experience in geography, computer science or related field.
2. Working knowledge with ESRI’s desktop and server technologies (ArcGIS 10.x, ArcGISPro 2.9.x, ArcGIS Server 10.x).
3. Skills in programming (Python or JavaScript, ArcGIS Arcade) and/or custom widget design.
4. Ability to work independently and in a team of IT and/or GIS professionals and perform detailed tasks with a high level of accuracy, tracking progress and documenting results.
5. Knowledge of designing maps/applications for mobile environments.
Preferred Qualifications:
1. Experience using COTS solutions (minimally ESRI’s AGOL platform) to create and configure spatial tools.
2. Ability to communicate effectively both verbally and in writing and facilitate decision making in a team environment.
3. Knowledge of customer service concepts and strategies with creative problem-solving skills.
IS Business Automation Specialist LTE – Forestry AGOL Coordinator
Required Qualifications:
1. College-level training or professional experience in geography, computer science or related field.
2. Professional experience using ESRI’s AGOL platform and tools such as Survey123, Field Maps, Dashboards.
3. Working knowledge with ESRI’s desktop technologies (ArcGIS 10.x, ArcGIS Pro 2.6.x).
4. Ability to communicate effectively both verbally and in writing and facilitate decision making in a team environment.
5. Ability to work independently and in a team of IT and/or GIS professionals and perform detailed tasks with a high level of accuracy, tracking progress and documenting results.
Preferred Qualifications:
1. Experience in programming (python or JavaScript), ArcGIS Arcade, and/or custom widget design.
2. Knowledge of designing maps/applications for mobile environments.
3. Knowledge of customer service concepts and strategies with creative problem-solving skills.
