The Wisconsin DNR is hiring a Dual LTE (Limited Term Employee) – IS Data Services Senior and IS Systems Development Services Senior located at our central office in Madison, Wisconsin.
This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.
Position Summary
IS Data Services Senior LTE – Fire GIS Analyst
Under general review, the Forestry Fire GIS Analyst works under the guidance of the GIS Infrastructure, Development and Support Section supervisor to support the work of Division of Forestry Forest Fire Protection Section. This position will lead fire-related GIS data projects, coordinate with fire control agencies across the state in providing consistent data and products and assist with statewide incident management GIS responsibilities.
50% Lead complex forest protection GIS data development, scoping, implementation, and monitoring to meet business needs
* Perform multi-criteria weighted analyses in accordance with project specifications (e.g. Communities at Risk, Fire Risk Assessment)
* Develop and maintain vector and raster datasets, symbology sets, and documentation of processes and metadata
* Provide technical review and analysis on a variety of external datasets for use on internal projects
* Assist with GIS data maintenance for the Independent Forest Fire Reporting System (IFFRS)
* Work with other fire control agencies across the Great Lakes region including; US Forest Service, US Park Service, US Fish and Wildlife Service, Bureau of Indian Affairs and Local Fire Departments to ensure collaboration on a variety of projects
35% Perform as forest protection GIS data steward
* Perform analysis of new datasets as necessitated by project goals
* Respond to staff, partner, and public requests for fire-related data and queries, including meeting federal reporting needs
* Analyze forestry staff needs for GIS data and distribution
* Design detailed map products for use by fire protection field staff, partners and the public
* Collaborate with other Forestry GIS specialists on various projects related to fire program data
15% Support WI Incident Management Teams (IMT)
* Curate and distribute IMT specific data to support standard and consistent use statewide
* Maintain training to serve as a GIS Specialist (GISS) resource at the state or local level as requested
IS Systems Development Services Senior LTE – Fire Development Analyst
Under general review, the Forestry Fire GIS Development Analyst works under the guidance of the GIS Infrastructure, Development and Support Section supervisor to support the work of Division of Forestry Forest Fire Protection Section. This position is responsible for developing, maintaining, and supporting AGOL/Vertigis/Portal development in coordination with Bureau of Forest Fire Protection staff. It will implement standards and guidelines of development and design web-based mapping applications to satisfy program needs. It will also be responsible for developing and maintaining GIS services and data used in application integration.
60% Develop, maintain and support fire-related AGOL/Vertigis/Portal spatial applications.
* Analyze business requirements and evaluate alternatives to determine technical feasibility to solve business needs
* Lead technical development and testing of Forest Protection projects utilizing Vertigis, Portal, and advanced AGOL solutions (e.g. Survey123 Connect, Experience Builder Developer Edition)
* Develop documentation in support of AGOL and developed applications
* Track project development and status
30% Independently develop and maintain GIS resources for use in various GIS applications.
* Maintain GIS services and data for staff use and application integration
* Develop and manage routine task workflow automation for distribution (e.g. scripts, queries)
* Develop and maintain geospatial data, documentation, and metadata following established standards
10% Perform other work as assigned
Qualifications
IS Data Services Senior LTE – Fire GIS Analyst
Required Qualifications:
* University-level training in GIS, related field, or professional experience
* Working knowledge of ESRI’s ArcGIS technologies including experience with ESRI geo-databases, spatial analyst tools, spatial statistic operations, and other data management tools.
* Experience with GIS Analysis for use in natural resource management including data modeling, complex GIS analysis and field data collection.
* Experience developing and managing multiple complex projects.
* Performs well under pressure, with potential for emergency management activities where timelines and accuracy are critical
Preferred Qualifications:
* Knowledge of customer service concepts and strategies with strong problem solving skills.
* Good organizational skills and ability to work independently while exercising sound judgment.
* Ability to communicate effectively both verbally and in writing and facilitate decision making in a group context.
* Must be detail oriented and perform tasks with a high level of accuracy.
* Knowledge of fire ecology concepts
IS Systems Development Services Senior LTE – Fire Development Analyst
Required Qualifications:
** University-level training in GIS, related field, or professional experience
* Working knowledge of ESRI’s ArcGIS technologies including experience with ESRI geo-databases, spatial analyst tools, spatial statistic operations, and other data management tools.
* Experience with GIS Analysis for use in natural resource management including data modeling, complex GIS analysis and field data collection.
* Experience developing and managing multiple complex projects.
Preferred Qualifications:
* Educational or professional experience programming (Python or JavaScript, ArcGIS Arcade) and/or custom widget design.
* Knowledge of customer service concepts and strategies with strong problem solving skills.
* Good organizational skills and ability to work independently while exercising sound judgment.
* Knowledge of fire ecology concepts.
