The Wisconsin DNR is hiring two dual LTE (Limited Term Employee) – Property Planning GIS Data Analyst and GIS Development Analyst located at our central office in Madison, Wisconsin.

This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.

Property Planning GIS Data Analyst

The Property Planning GIS Analyst will work under general supervision and within a team setting as part of the GIS Data, Analysis and Integration Section to provide GIS data and cartographic support for DNR’s Property Planning Section and the Bureau of Facilities and Lands generally.. The position will provide cartographic and data analysis services to multiple planning teams in support of master plan development for DNR managed properties. This position will also provide GIS data services to the Bureau of Facilities and Lands or across divisions as necessary.

60% – Provide GIS expertise on multiple Property Planning project teams. As part of these teams, create high quality cartographic products, compile and analyze GIS data, and provide technical support for other team members.

25% – Provide cartographic and spatial analysis support for other business needs of the Bureau of Facilities and Lands and its property holding programs in the Fish, Wildlife & Parks and Forestry Divisions.

10% – Participate in cross-divisional IT/GIS meetings, teams and projects as requested.  This may include collaboration on IT or cross-divisional GIS initiatives, researching and presenting topics, or helping with mentorship or training of other DNR staff on GIS topics.

5% – Participate in cross-divisional IT/GIS meetings, teams and projects as requested.  This may include collaboration on IT or cross-divisional GIS initiatives, researching and presenting topics, or helping with mentorship or training of other DNR staff on GIS topics.

GIS Development Analyst

The Property Planning GIS Development Analyst will work under general supervision and within a team setting as part of the GIS Data, Analysis and Integration Section to provide GIS systems development support for DNR’s Property Planning Section. This position will support the development, implementation and maintenance of ArcGIS Online (AGOL) GIS data and web mapping applications in support of master plan development for DNR properties. These web mapping applications will interface with ArcGIS Pro, enterprise GIS data, and digital asset management systems. This position will work on a variety of multidisciplinary planning teams composed of planners, other GIS staff, and other DNR program staff.

60% – Development and maintenance of web mapping products using and creation of complex digital cartographic products using AGOL and related GIS technology. Includes the creation of high-quality, user friendly, custom mapping applications for planning team use and to engage the public in evaluating conservation and recreation opportunities for department managed lands. Use of ArcGIS Pro and ArcGIS Server is required.

25% – Assist in the development and implementation of workflows and tools that support automation of complex routines and frequently perform tasks using Python and other approved technologies.

10% – Provide development, maintenance, enhancements, documentation, support and training services to DNR staff and external stakeholders as applicable for GIS applications, systems, and processes supported by this position.

5% – Other duties as assigned

Job Details

This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.

LTE employees are limited to working 1039 hours per position within a twelve-month period.

Qualifications

Required:
– Experience using ESRI suite of desktop software (ArcMap and ArcGIS Pro)
– Experience with GIS data development, management and documentation in file system, ArcSDE, and AGOL
– Experience with AGOL mapping/data application development
– Knowledge of professional cartographic concepts and designs

Preferred:
– Educational or professional experience with planning and the master planning process
– Education or professional experience relating to natural resources
– Experience with GIS scripting/programming with Python, Arcade, or similar
– Experience with complex geo-databases, spatial analyst tools, spatial statistic operations, and other data management and analysis techniques.
– Knowledge of customer service concepts and strategies with strong problem solving skills
