The GIS Analyst for the Milwaukee County Land Information Office (MCLIO) is responsible for supporting internal and external clients & staff in technical development of GIS software applications including esri ArcGIS platform and the VertiGIS Studio Web platform. The GIS analyst will also be responsible to perform database design and GIS project management that are created for partners and clients. The GIS Analyst performs advanced work by creating analysis, metrics, assessments, dashboards and other web applications from geospatial data as part of project solution. The GIS Analyst is needed to support the internal county needs as well as the external partners needs for geospatial application development and analysis which includes cartography and presentation skills along with the ability to see the project from conceptual design to completion.
Essential responsibilities:
- GIS application development and maintenance – Contributes to the development of MCLIO website, desktop applications. Develop Web Mapping applications to support enterprise business functions.
- Land Information Program project design and management – Provides first level support to satisfy Internal/External client problems and questions regarding MCLIO spatial data and web enabled applications. Assesses problems and issues and resolves technical /usages conflicts. Provides specialized project support services. Lead scope and design projects for internal and external clients and partners. Provide guidance and project management over proposed projects from internal and external clients. Working closely with client organizations, following up on concerns, resolving issues, and communicating project progress. Creates, implements, and provides training; documents and updates training; and provides other technical assistance to staff regarding use of GIS applications.
- Data Analytics and Metrics and Reporting – Creates data dashboards with include geospatial metrics and analysis from applications developed for clients and partners. - Land Information Data Distribution – Extracts, Manipulates, Organizes, packages, and delivers requested LIS data to internal/external clients. Employs multiple tools and methods necessary to select required data and to deliver custom formatted data to MCLIO clients. Utilizes geographic information system and related applications for production, extraction, editing, and advanced.
- Sets cartography standards and modifies reports and presentations – Creates reports and develops presentations for GIS projects, demonstrations and exhibitions, and contributes to the maintenance of metadata along with process and procedure documentation.
Minimum Qualifications
- A current resident of the State of Wisconsin
- A valid Wisconsin driver’s license and access to an insure vehicle both of which must be maintained throughout employment
- Bachelor’s Degree or higher in Geography, Geographic Information Systems, Computer Science, or a closely related field.
- At least one (1) year of technical experience in Enterprise GIS is required.
- Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
- Intermediate experience using ESRI desktop, ESRI ArcGIS online
- Intermediate experience using Web Map Application Development/ArcGIS for Server (Enterprise)
- Intermediate experience using Model Builder, Python, SQL, Java Script

The Milwaukee County GIS environment is responsible for maintaining and distributing enterprise GIS solutions across the County’s 19 jurisdictions and to Milwaukee County government . Web access to GIS capabilities is one of the primary responsibilities of the MCLIO. Enterprise GIS in Milwaukee County is expanding technology support to address a growing demand for desktop & mobile data solutions requiring responsive and stable service.
