This position provides accurate and updated assessment and taxation database of all land descriptions, boundaries, and ownerships in St. Croix County through land records interpretation per Wisconsin Statute 70.09 and Department of Revenue Guidelines. This position will compile, analyze, and process the land information documents necessary for an accurate property tax assessment roll and St. Croix County’s GIS tax parcel map. This position provides related information, records, and assistance to a diverse set of local officials, property professionals and the general public; plans, procures and distributes all forms required for property assessment and taxation by County and local officials.

ESSENTIAL FUNCTIONS:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

• Review, research, read, interpret, and analyze land information documents to determine if they are complete in content and substance in order to have a valid effect on the existing tax parcels.

• Perform complex mathematical land surveying computations using coordinate geometry software and analyze results. Edit and update the GIS tax parcel layers using ArcGIS software.

• Enter results into the assessment and taxation database.

• Perform title research to ascertain or verify correct and accurate ownership for listing of lands if discrepancy appears.

• Send written communications to involved parties (attorneys, title companies, landowners, taxpayers) should errors in legal description or ownership of lands be ascertained from recorded documents.

• Process and analyze recorded documents to determine if they are a full transfer of interest or if it is a division of the original parcel. Assign parcel numbers and create tax descriptions for new splits and continuously update assessment land records database.

• Provide information and interpretation assistance with land records to general public, abstractors, realtors, surveyors, landowners, taxpayers, local officials, banks, state departments, and more.

• Assist in land information analysis by performing title examinations for department staff for use in ordinance enforcement.

• Assist with the maintenance of the county wide Geographic Information System as pertaining to the tax parcel and addressing data including analyzing errors and editing Parcel Fabric and point data within the GIS data system.

• Assist in assigning of rural addresses and recordkeeping of assigned data within the Assessment and Taxation and GIS databases and providing the address data in coordination for safety and welfare to the landowners, town officials and emergency communications as needed.

• Process, distribute, and receive assessment rolls, assessment notices, assessor changes, related documents and files to and from municipal assessors, clerks, and treasurers.

• Act as the primary point of contact for the county with municipal assessors and local government officials for the property assessment process.

• Coordinate with Code Enforcement staff to confirm road names remain consistent with road name section of land division ordinance.

• Create maps upon request or as needed for data sharing.

• Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of coordinate geometry related to land surveying.

• Knowledge with state assessment and taxation system such as codes, classifications, activities, timelines and process.

• Knowledge in reading, writing and interpreting legal descriptions, land surveying and knowledge of real estate law in regards to conveyance of property.

• Knowledge of County policies, procedures and practices.

• Ability to establish and maintain effective and professional working relationships with vendors, administration staff, other department heads and governmental officials.

• Considerable knowledge of modern office practices and procedures.

• Ability to maintain accurate and legible notes.

• Ability to analyze and prepare organizational and functional reports from research data.

• Knowledge of the County and department programs and policies.

• Knowledge of the use of a multi-line telephone system.

• Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.

• Ability to operate standard office equipment and perform word processing and/or data entry.

• General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.

• Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.

• Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
