Job Duties:
The Focus on Energy Operations Specialist provides policy, program and fiscal consultation to Division staff, the Public Service Commission, legislators, legislative organizations, utilities and other interested groups. This position has responsibility for the identification, retrieval, analysis and interpretation of program-related database information. The position will also be the key staff person responsible for the operation and function of GIS software and reporting.

Job Knowledge, Skills and Abilities:
Knowledge of computerized data processing systems analysis, report generation techniques, hardware and software capabilities; program planning, evaluation techniques and policy analysis; Focus on Energy Programs including Business, Residential, Renewable and Environmental Research programs. Knowledge of utility organization and operation as they relate to public benefit issues and Administrative Rule 43 regarding determination of annual public benefits fees. Knowledge of state contracting procedures. Oral and written communication skills including technical writing skills; interpersonal relations skills and techniques. Skill in the use of the Internet and WEB based computer program applications, Microsoft Office Products, including Microsoft Word, Excel, Access, Project and PowerPoint software. Skill in the use of GIS software products and geocoding products such as Sagent/Centrus. Ability to function as a liaison between end users and computer programmers, and with persons from a variety of professional backgrounds.
