Job Description: Forestry GIS Analyst – Aerial Photography and Remote Sensing Emphasis 45% Lead the analysis of remote sensing (RS) and aerial photography (AP) alternatives to meet the business needs of the Forestry Division in cooperation with DNR program needs. Consult with a division Ad Hoc team, develop and present alternatives to division GIS Specialists and leadership, and lead staff in the implementation of the preferred alternative. The position will work with other federal and state agencies including the Wisconsin Board of Commissioners of Public Land, Farm Services Agency, US Forest Service, WIDOT, the Wisconsin Department of Administration, the state cartographers office, and the University of Wisconsin as well as local governments to identify products to cost effectively provide for field foresters needs as well as GIS analysis. 15% Lead complex GIS/RS project development, scoping, implementation, and monitoring to meet the business needs of the Bureaus of Forest Protection, Forest Management, Forestry Services and the Office of Forest Sciences as identified in the division’s IT project priorities. Consult with bureau directors, section chiefs and staff to prioritize projects. Lead the contracting of development services through the Bureau of Technology Services and outside vendors. Develop a monitoring system and monitor contracts to assure timely delivery of high quality products. 15% Lead the organization of ongoing projects collecting statewide digital AP products. Contracting for the re-projection of imagery, and create a distribution mechanism of statewide digital aerial photography products for use by DNR staff and field foresters. 15% Lead the management of an Information Technology project intake process to update the division’s IT Strategic Plan. Consult with division staff, including Web staff to design a system that also incorporates Web project intake into a comprehensive project planning system. 10% Other duties as assigned.

Knowledge Required: Applicants must have sufficient training and experience to demonstrate that, upon appointment, the skills and knowledge necessary to perform the tasks have been acquired. Examples include: Knowledge and experience in the in the development and management of natural resource information systems including, field data collection (e.g. field computers and GPS), data modeling, GIS, and the creation of natural resource applications. Knowledge of remote sensing technologies including digital imaging, ground control and aerial photography use in natural resources. In-depth knowledge of information system analysis, investigating parameters, and developing prototypes for employing complex technology into system development projects. Knowledge of customer service concepts and strategies. Working knowledge of ArcView and ArcGIS technologies. Knowledge of Web based systems. Experience developing and managing multiple complex projects. Knowledge of forestry concepts and experience working with forestry applications preferred. Good organizational skills and ability to work independently while exercising sound judgment. Ability to communicate effectively both verbally and in writing and facilitate decision making in a group context.
