Position Summary: Coordinates the organization and maintenance of the land records systems used by the county. The work is performed under the direction of the Executive/Finance Committee.
1. Maps tax parcels. Reads and interprets legal property descriptions. Integrates databases with parcel maps.
2. Maintains complex databases and related information regarding land records. Creates and maintains GIS data layers and attributes.
3. Prepares and submits grant for funding of land records modernization. Monitors grant budgets.
4. Serves as Land Information Officer with the Land Information Officer Network (LION) per WI Statute.
5. Converts maps/data sets from different coordinates systems.
6. Provides information to a variety of people and agencies regarding tax parcel information, county maps, mapping procedures and computer use.
7. Troubleshoots hardware/software problems as it relates to GIS. Creates document templates.
8. Develops, recommends and administers department budget. Approves expenses, reviews expense reports, prepares vouchers.
9. Prints and plots parcel maps. Maps recorded certified survey maps.
10. Designs, constructs, and maintains county land records department web page and County mapping website. Develops and implements a public access program using county data.
11. Determines technical and data requirements for distributing future and existing data through the Internet and Intranet.
12. Trains and advises county employees in geographic information systems. Hires, trains, and oversees land records staff.
13. Organizes and conducts Technical Advisory Committee meetings. Participates as a member of the 911 Committee.
14. Composes and updates five-year county modernization plan.

Requirements: Bachelor�s degree in Geography or related field with an emphasis in geographical information systems, one to two years experience in geographical information systems, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Working knowledge of AutoCAD, ESRI GIS software suite (ArcView, ArcInfo, and ArcIMS), and Microsoft Office suite required. Programming languages such as Visual Basic, ArcObjects, and HTML preferred.
