Job Duties:
This position will provide assistance and expertise for the Bureau of State Highway Programs, Data Management Section in the program analysis and administration necessary to support State Statute 86.302(2) where each Wisconsin municipality and county shall assess the physical condition of highways under its jurisdiction using a pavement rating system approved by the department and report the results of that assessment to WisDOT. The individual will communicate extensively with local units of government to ensure compliance with S86.302(2), analyze issues or concerns, outline recommended course of action, develop outreach and training material, and keep accurate and complete records to manage the biennial pavement rating process and produce statistical reports. The position is also responsible for both electronic and manual loading of the local government submitted pavement rating data into WISLR. This position also provides technical back-up support for the maintenance and generation of WISLR related Business Objects reports. These critical activities require the individual to make certain work assignments are completed in a timely manner to ensure deadlines are met, and to communicate and coordinate pavement rating related activities within the Data Management Section and the Division of Transportation Investment Management. Work assignments and policy/guidance are established by DTIM, Data Management Section. Data from this program is used in the WISLR Pavement Analysis Tool and 5-Year Budget Plan formula that allows local units of government to quantitatively measure and track the quality of local roads in their jurisdiction. This information is also used in statewide local road policy analysis. This position works under limited supervision of the Chief of the Data Management section in the Bureau of State Highway Programs.
