Job Summary
The Real Property Lister is responsible for coordinating and carrying out activities of the Tax Listing Office. All duties and responsibilities are performed under and subject to the review and guidance of the GIS Administrator/Land Information Officer. Duties of this office are set forth in Chapter 70.09 of the Wisconsin State Statutes.
Essential Duties & Responsibilities
- Works with the assessors for the fifteen local tax municipalities to accurately transfer assessor’s tax workbook information into the County’s computerized property tax system. This includes but is not limited to inputting data and information into the database, proofreading and checking the accuracy of the entries and running reports as needed or required. Compares assessor’s workbook with the tax listing records. Compares assessor’s maps and ownership pages at the beginning of each year. Updates assessor’s maps and ownership pages at the beginning of each year and sort the daily documents for each assessor; provides information pertaining to split parcels, deleted parcels and any other information to assist the assessors in maintaining accurate descriptions of the parcels for assessment
- Works with town clerks on local tax matters as necessary. This includes but is not limited to running property and personal tax bills and needed reports. Troubleshoot balancing issues between municipal assessor, Department of Revenue (DOR), Department of Natural Resources (DNR) Department of Manufacturing and Municipal
- Serves as a liaison between the DOR and Reports to the DOR the tax roll as required.
- Balances the Managed Forest Lands/Forest Crop Land reports with the Wisconsin DNR.
- Keep current with all legislative and state mandated changes and adjust protocol relative to assessment, tax bills and tax roll
- Reads, traces and updates land descriptions and enters new owner(s) of record in the tax listing books, as wells as maintaining current information in the County
- Draws in new parcel(s) on the maps when the description of a parcel has been split or altered and provides Vilas County Mapping Department current information for maintenance of the County’s parcel
- Corresponds with attorneys, abstractors and/or the general public to assist in description/title discrepancies.
- Balances daily account
- Prepares and makes bank deposits; reconciles bank statements if needed
- Maintains physical and mailing addresses provided through the townships, property owners or from the information provided on the Wisconsin Real Estate Transfer
- Conducts educational presentations to the municipal Clerks/Treasurers as
- All other duties as assigned or as necessary for the effective and efficient operation of the Tax Listing Office
Experience
- One to three years’ experience
- Experience in reading, interpreting and mapping land
- Appropriate math and related drafting skills or any combination of education and experience that provides the knowledge, skills and abilities to perform the duties of the
- Proficient user of MS Office products. Must have ability to use various types of database systems pertinent to the function of the Real Property Lister
- Background in abstracting and experience in title searching is
- Knowledge of computerized mapping systems is desired.
