Position Summary

Under limited supervision, performs daily functions related to the operation and maintenance of the City’s Geographic Information System (GIS) and Cartegraph.  The GIS Technician is housed within the Public Works Department but also receives work direction from the GIS Coordinator and works with other City staff to meet the goals and objectives of the City and agencies of the City.

Essential Duties

  1. Provides assistance to City staff as required in the use of, ESRI’s ArcGIS products, Cartegraph, and associated software for access to the City’s spatial and asset management data with special attention towards programs that alter or modify existing data.
  2. Maintains the city’s asset management system with Cartegraph and ensures that infrastructure and fleet information is properly documented and archived.  Recommends needed improvements to Cartegraph,
  3. Creates and maintains point, line, polygon, and annotation feature classes in enterprise geodatabases with ArcGIS software.
  4. Assists the PW Director with creation of the Capital Improvement Plan, to include collection of information from various departments, prepare draft plans, and create draft revisions after review with the Finance Director.
  5. Imports data from various media, integrates with GIS and asset management databases, checks and verifies data created.
  6. Provides support with the maintenance and management of the City’s enterprise GIS and asset management software
  7. Prepares clear, complete, and accurate representation of the City’s spatial, asset, and fleet data using maps, layouts, charts, and metadata for City departments and the public.
  8. Creates, edits, imports, and performs regular Quality Assurance/Quality Control (QA/QC) checks on spatial and non-spatial data sets, performs analysis, data conversion, and maintains high-quality data for all City departments
  9. Assists with the maintenance and management of the City’s Enterprise GIS and asset management software and applications.
  10. Updates and maintains street and utility construction plan and record drawing data.
  11.  Collects GIS data using a Global Positioning System (GPS) and integrates created data with the City’s Enterprise GIS
  12. Coordinates and maintains data tracking system, including developing and updating an electronic system for filing, indexing, and retrieving records. Coordinates the collection of department performance measurement data.  Works with department support staff to maintain these systems.
  13. Provides public information in graphic, written, and verbal form regarding engineering, planning, and parks information; ability to produce a quality product in a reasonable amount of time.
  14. Assists with the creation and publication of departmental reports, City Council reports, web page content, marketing information, newsletters and press releases.
  15. Assists with internal or external issues or concerns that require research, calculations, or resolution of discrepancies.  Performs special projects and research as assigned.  Conducts surveys and reports and responds to requests for information.
  16. Performs other duties as apparent or assigned.

Minimum Qualifications

  1. Bachelor’s Degree in GIS, cartography, geography, computer science, environmental sciences, or related.
  2. At least one year of experience in Geographic Information Systems using ESRI ArcGIS software suite or similar combination of education and experience.
  3. At least one year of experience using a Global Positioning System (GPS) to collect spatial data.
  4. Proficiency with various software programs, asset management programs, spreadsheets, word processing, and data base programs; ability to operate printer and plotter.

Preferred Qualifications 

  1. Two or more years of experience in Geographic Information Systems using ESRI ArcGIS software suite.  Experience working for local government.
  2. Strong working knowledge and experience with Cartegraph or other Asset Management software
  3. Advanced Knowledge of ArcGIS Portal and related ESRI Applications and software.
  4. Knowledge of computerized mapping techniques and relational database management.
  5. Experience integrating enterprise GIS with other enterprise database management systems (i.e. LaserFiche, PermitWorks, CarteGraph).
  6. Knowledge of survey methods and techniques.
  7. Experience using Computer Aided Draft (CAD) data in a GIS Environment
  8. Experience with common GIS programming languages and environments (i.e. SQL, Python, Arcade, or other).

Knowledge, Skills, & Abilities 

  1. ExpGIS software and hardware and a desire to explore the capabilities to obtain maximum utilization of the system.  Should be innovative in testing the limits of the GIS and Asset Management Software.
  2. Coordinate Geometry, Electronic Data Collectors, and Land Survey practices.
  3. Familiarity with all GIS and mapping procedures, symbols, and the ability to read and understand maps, schematic drawings, and diagram and instruction manuals.
  4. Must be proficient with Windows, Microsoft Word, Excel; project tracking software desirable.
  5. Ability to work independently, make decisions, and follow projects through to completion as directed.
  6. Ability to analyze and solve problems with GIS computer hardware, software and applications.
  7. Accept multiple tasks and adapt to a variety of disciplines and requests.
  8. Communicate effectively, both verbally and written, to assure that products are completed with the end user in mind.
  9. Willingness to share knowledge and work harmoniously with others.
  10. Ability to coordinate with City departments, county, utility companies who need expertise and assistance with GIS and Asset Management projects.
  11. Ability to reason through project and determine best way to solve using various modules of GIS and Asset Management software.
