The Wisconsin Department of Natural Resources (DNR), GIS Development, Infrastructure & Support Section is recruiting to fill a GIS Application Specialist vacancy. This position will be stationed out of our Central office in Madison and may also be eligible for a hybrid telework schedule.
Position Summary
The GIS Application Specialist is responsible for providing agency-wide desktop, web mapping and mobile solution development and support services to agency staff. These responsibilities include: analyzing business requirements, performing advanced database and application design, developing and managing agency-wide web map applications and feature services, evaluating and troubleshooting custom and consumer-off-the-shelf technologies, implementing agency processes and standards, and assisting with QA/QC to support agency IT operations and business needs.
As an agency lead, this person will assess and develop cost-effective solutions utilized in agency-wide initiatives. The position will also participate in, or lead enterprise-wide task forces or advisory groups related to GIS platforms and assist GIS administrators and developers implement technical policies, standards and procedures that impact agency IT/GIS functions.
Required qualifications include experience in all of the following:
- Experience with GIS programming languages (e.g. JavaScript, .NET / C#) and/or developing object-oriented GIS solutions or components
- Designing, developing, implementing, and supporting GIS Esri ArcGIS Enterprise applications and solutions (desktop, web, mobile)
- Working with customers / end-users to determine technical requirements based on business needs
Best-qualified applicants will also have the following preferred qualifications:
- Experience working with and supporting a team of IT/GIS professionals
- Experience leading others in GIS initiatives
- Managing or supporting ArcGIS Enterprise server infrastructure components
- Experience working with industry-standard enterprise development tools (e.g., IntelliJ, Visual Studio, Nexus, Jenkins, Maven, GitHub)
- Database management, which includes manipulating data using Python, SQL and/or other tools
- Experience managing enterprise-wide or company-wide data services and applications
