Introduction

The Wisconsin Department of Natural Resources (DNR), Information Technology is accepting applications for a GIS Floodplain Mapping Project Lead vacancy. This position will work out of the Department of Natural Resources Central Office building located in Madison, Wisconsin. Some telework may be available, however occasional travel throughout Wisconsin will be required.

Position Summary

If you are interested in GIS, water resources, terrain analysis and cartography, this position may be for you! In addition to assisting Wisconsinites and partnering with a federal agency and local communities, the incumbent will create important public maps and data. This position will provide critical support for the floodplain mapping program effort to create new Digital Flood Insurance Rate Maps (DFIRMs) and other flood risk projects associated with the Federal Emergency Management Agency (FEMA) Flood Risk Mapping, Assessment and Planning (MAP) Initiative. The position will be assigned specific projects to manage.

Salary Information

Starting pay is $28.00 – $32.00 per hour for this position ($58,240 – $66,560 annually). Pay on appointment for current or former state employees is based on the State Compensation Plan.

This position is classified as a IS Data Services Senior and is in Pay Schedule and Range 07-34. A 12-month probationary period may be required.

Job Details

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

A minimally qualified candidate must have the following education, training, or experience:

  • Familiarity with the process of development and the application of FEMA maps and GIS datasets (FIRMs, FIS, NFHL)
  • Demonstrated experience performing GIS data management including conversion and transformation, GIS data editing, quality control, metadata management and creating maps to defined specifications using Environmental Systems Research Institute (ESRI) ArcGIS Desktop software (ArcMap and ArcGIS Pro).
  • Experience leading project teams including 5 or more contributing members, or equivalent.

In addition to the above qualifications, well-qualified candidates will have a combination of the following:

  • Detailed knowledge and experience in the use of FEMA software tools for developing and updating FEMA Flood Insurance Rate Maps (FIRMs), and/or the use of the Mapping Information Platform (MIP) for tracking project specifics
  • Experience in water resources and/or water resources engineering relating to hydrologic and hydraulic modeling, flood mapping, or other related fields of study
  • Experience with GIS scripting or automation processes to improve efficiency on repeated tasks
  • Experience with public speaking, public meeting coordination, or giving presentations to a diverse audience, virtually or in person
