Summary Description
Under general supervision of the Information Technology Manager, performs a variety of technical and administrative duties. This position is responsible for the backend development, administration, and maintenance of the City’s GIS data. This position requires the ability to work independently, exercise sound judgment, and initiative.
Duties, Functions and Supervision/Accountability
Supervision/Accountability
This position is accountable directly to the Information Technology Manager; no supervisory duties.
Major Duties and Essential Functions
- Install, update, and maintain the City GIS enterprise software, geo-database and environment. Test and validate software upgrades as needed. Validate and ensure quality assurance of GIS data.
- Design, develop, and maintain accurate citywide base maps and data files using computerized cartography and GIS technology. Design, develop, maintain, and manage the City’s GIS web applications.
- Perform necessary operations to develop foundations for GIS applications, including adding parcels or street centerlines into base map from legal descriptions, constructing topology, adding attributes, and conducting quality control.
- Develop and maintain City metadata standards and system documentation for GIS. Coordinate and conduct user training as needed for GIS software and applications. Develop training materials for assisting GIS users and site managers.
- Work with City departments and external agencies in the development of specialized mapping requests or data analysis. Facilitate the integration of various departments records into the City’s enterprise GIS software.
- Work with the creation and maintenance of relational database systems, specifically Microsoft SQL Server and Microsoft Access. Create reports and extract data from Microsoft SQL or other databases using SSRS, Crystal Reports or other software.
- Develop and monitor staff workflows and tasks to ensure utilizations, efficiencies, and functionalities are achieved.
- Maintain communication with other departments and government agencies concerning land records pertinent to GIS applications. Coordinate and produce GIS displays and query reports.
- Maintain and recommend improvements to hardware and software for GIS computer systems.
- Automate and programmatically operate GIS services using languages such as Python, Javascript or .NET.
- Performs other duties as required.
Additional Tasks and Responsibilities
Solid understanding of navigation and GUI for maximized usability.
Update job knowledge by tracking emerging Internet technologies, participate in educational opportunities, read professional publications, maintain personal networks and participate in professional organizations.
Perform other related work and duties as required.
Qualifications
Knowledge, Skills and Abilities
Comprehensive knowledge of geographic information systems (GIS) theory and practices and general knowledge of enterprise information technology systems and structures.
Ability to work with the Esri enterprise platform including ArcGIS Online, ArcGIS Pro and GIS application development.
Ability to troubleshoot hardware, software issues and to work effectively with vendors, software users, other agencies, and the public.
The ability to establish and maintain effective interpersonal relationships with employees and to communicate effectively, verbally and in writing.
Ability to speak and understand the English language fluently and use proper grammar, punctuation, and spelling.
Able to ensure compliance with and follow standard operations practices and procedures common to GIS and web software.
Skill in the operations of the equipment common to the City.
Ability to use personal computer equipment to access, retrieve, or input information using Microsoft SQL, Windows OS’s (workstation and server) including Microsoft Active Directory, MS Office software or other standardized software common to the work unit or as assigned.
Licenses/Certifications
Must possess and maintain a valid Wisconsin driver’s license.
Education/Experience
Bachelor’s degree in computer science, or Geographic Information Systems along with a minimum of two years of experience in the field of mapping, GIS and/or internet-based technologies.
Must be proficient in Microsoft OS’s & Office suite software, Microsoft SQL Server, ESRI ArcGIS software including ArcGIS Online and ArcGIS Pro with a strong understanding of AutoCAD, web design, IIS, and Apache. Additionally, must be proficient in map point conversions, understanding legal description and post-processing of field data from GPS receivers.
Practical exposure and/or experience with some or all of the following: Python, R, C#, HTML, CSS, JavaScript, XML, PHP, ASP, and Windows Server environments
