The Wisconsin DNR is hiring an LTE (Limited Term Employee) – Fisheries GIS Data Analyst and GIS Development Analyst located at our central office in Madison, Wisconsin.
This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.
Position Summary
Fisheries GIS Data Analyst
Under general supervision, the Fisheries GIS Data position is responsible for independently maintaining and managing GIS spatial datasets in the Bureau of Fisheries Management (Fisheries). This includes maintenance and development of all fisheries spatial layers and related databases, including a streams and rivers regulation spatial dataset, and maintaining and developing a streambank easement data system. This position is also responsible for cartographic products for FH customers and provide FH staff GIS support.
30% – Develop and maintain FH spatial databases in support of the streambank easement acquisition program.
* Ensure spatial data accuracy between DNR and external data sources
* Create mapping products for public outreach
* Develop spatial tools to help support implementation of the streambank easement program
30% – Collaborate with the database team to assemble and enter streams and rivers regulations data in a spatial dataset.
* Design and build the streams and rivers regulations GIS layers (including Great Lakes tributaries, warmwater rivers, trout streams and warmwater stream sportfish).
* Analyze, recommend and implement improvements in database structure
* Evaluate existing data sources for completeness and accuracy
* Document data entry and data processing procedures
30% – Independently develop, design, and output cartographic products for fisheries staff including to update trout stream classification maps and trout regulation maps for regulation pamphlets and DNR websites.
10% – Other assignments as necessary; general GIS support of field teams in Fisheries Management.
Fisheries GIS Development Analyst
Under general supervision, the Fisheries GIS Development position is responsible for developing, maintaining, and supporting AGOL and Vertigis development in coordination with Bureau of Fisheries Management (FH) staff. It will implement standards and guidelines of AGOL and Vertigis development, and design web-based mapping applications to satisfy program needs. It will also be responsible for developing and maintaining GIS services and data used in application integration and representing FH GIS needs at the department level.
50% – Develop, maintain and support FH Vertigis and AGOL spatial applications.
* Analyze business requirements and evaluate alternatives to determine technical feasibility to solve business needs
* Lead technical development and testing of FH projects utilizing advanced Vertigis/ Geocortex/ Portal and AGOL tools (e.g. Survey123 Connect, WebApp Builder Developer Edition, Experience Builder Developer Edition)
* Develop documentation in support of AGOL and developed applications
20% – Develop and maintain GIS resources for use in various GIS applications (e.g. AGOL, Vertigis/ Geocortex, ArcGIS Portal, ArcGIS Pro).
* Maintain GIS services and data for staff use and application integration
* Develop and manage routine task workflow automation for distribution (e.g. scripts, queries)
* Develop and maintain geospatial data, documentation, and metadata following established standards
20% – Develop and maintain fisheries spatial databases/datasets
* Evaluate, modify, update and improve upon fisheries spatial layers and data systems including, but not limited to: species distribution layers, trout habitat projects, parcels, and any new layers.
* Document data clean up and data processing procedures.
10% – Attend Division and Department GIS meetings and participate actively on teams. Update FH on important issues related to GIS.
Qualifications
Required:
– College-level training or professional experience in geography, computer science or related field
– Experience using ESRI’s ArcGIS technologies, (ArcGIS 10.x, ArcGIS Pro 2.9.x)
– Experience creating/maintaining large-scale datasets
– Experience using ESRI’s AGOL platform and tools such as Survey123, Field Maps, Experience Builder
– Ability to work independently and in a team
– Ability to perform detail tasks with a high level of accuracy while tracking progress and documenting results
Preferred:
– Knowledge of cartographic concepts, and the ability to create maps for fisheries staff and the general public
– Experience with relational databases (SDE, Oracle) and querying (SQL)
– Beginning experience with python programming for automation
– Knowledge of designing maps/applications for mobile environments
– Knowledge of Experience Builder – Developer Edition
– Ability to communicate effectively both verbally and in writing and facilitate decision making in a team environment
– Knowledge of customer service concepts and strategies with creative problem-solving skills
