The Washington County Geographic Information System Department, located in West Bend, has an excellent opportunity as a full-time on-site GIS Analyst. This position is responsible for maintaining a variety of spatial datasets, as well as performing analysis, creating applications, and generating maps that best serve the needs of Washington County Departments and the county’s local government partners.

Qualified candidates must possess:

  • Bachelor’s degree in geography, geographic information systems, planning, computer science or a closely related field OR an associate’s degree with two years’ experience drafting of parcels from property legal descriptions or maintaining NG9-1-1 address data
  • Proficient with ArcGIS Professional and ArcGIS Online.
  • Working knowledge of databases, spreadsheets and word processing software.
  • The preferred candidate would have experience with:
    • Knowledge of drafting from property legal descriptions, metes and bounds descriptions, and the deeding process.
    • ArcGIS Parcel Fabric
    • Addressing and other NG9-1-1 related data
    • ArcGIS Utility Network
    • ArcGIS Enterprise
    • Python, ArcPy, and/or Arcade
    • Microsoft SQL Server
  • A part 107 UAS pilot certification is also desirable
  • Must possess a valid Wisconsin driver’s license and pass security clearance

Starting Salary: $58,362. Pay based on experience.

Position Summary: Under the supervision of the Director of GIS/LIO, the GIS Analyst is responsible for maintaining a variety of spatial datasets, as well as performing analysis, creating applications, and generating maps that best serve the needs of Washington County Departments and the county’s local government partners.

Duties/Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Updates GIS data including, but not limited to, cadastral (ArcGIS Pro Parcel Fabric), road centerlines, address points, utilities, development, conservation, planning, and zoning.
  • Creates and maintains metadata, procedure manuals, and other data and process documentation.
  • Performs queries and analyzes spatial data to answer complex questions facing Washington County departments and the county’s local government partners.
  • Automate processes and workflows using attribute rules, scripts, batch files, models, etc… that increase efficiency, and accuracy of data.
  • Creates, edits, and maintains applications developed within ArcGIS Online and ArcGIS Enterprise including custom developer editions.
  • Performs analysis and creates applications with Esri’s Business Analyst.
  • Uses appropriate cartographic techniques when creating applications and maps to accurately portray data in an understandable and aesthetically pleasing way.
  • Works with department and local government personnel in assessing their geospatial data and needs. Evaluates and recommends possible solutions for meeting those needs.
  • Coordinates address and other local data updates with Cities, Villages and Towns. Develops and promotes applications to assist in the communication of data between addressing and other data authorities at the local level with the county.
  • Work with the Washington County Sheriff’s Office to update the MSAG/ALI databases and ensure consistency between the MSAG/ALI and GIS road and site address point data
  • Coordinates with neighboring counties to edge match NG9-1-1 and other data.
  • Fulfills a variety of data requests including federal, state, and regional data collection efforts and provides data to Esri’s community maps program.
  • Create, maintain, and submit error free data to the Wisconsin Department of Military Affairs to support NG9-1-1.
  • Assists with technical support for other county and local government users of the GIS, including troubleshooting problems with hardware and software and providing demonstrations. Provides training to county and local government users when Esri releases new software versions/functionality and for department developed applications.
  • Field collection and verification of GIS data.
  • Acquire and process drone collected data.
  • Participates in outreach promoting the continual growth and development of the County’s and Local Government’s use of GIS.
  • Attends conferences, seminars and technical training to maintain competency in the software and hardware used in the County’s GIS. Presents at user meetings and conferences to showcase the County’s GIS related accomplishments and share its GIS related experience.

Work Direction Received: Works under the general direction of the Director of GIS/LIO.

Decision Making: Determining and applying the most appropriate solution to technical problems. Making recommendations based on an analysis of available options. Determining whether regulations and policies have been followed.

Interaction: There is significant interaction with county departments, local, regional, and state
governments, peers at other counties, and the general public.

Essential Knowledge and Abilities: Proficient with ArcGIS Professional and ArcGIS Online. Ability to communicate effectively orally and in writing and interact effectively with other co-workers, other departments, local government partners, and the general public. Working knowledge of databases, spreadsheets and word processing software. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization,
memorization).
