The City of De Pere is seeking a GIS Analyst.  This position will assist with the development and ongoing maintenance of City-wide Geographic Information System (GIS) data by developing, creating, maintaining, editing, updating, and analyzing spatial and non-spatial data (with an emphasis on City utility data).  The GIS Analyst will utilize GIS data with various software packages to design, create, and update map-based outputs.

The typical work schedule is Monday – Thursday, 7:30 a.m. – 5:00 p.m. and Friday, 7:30 a.m. – 11:30 a.m.  However, the City of De Pere recognizes the importance of its employees having a proper work-life balance and supports alternative work arrangements which include alternative work schedules, flexible scheduling, and remote work to help meet your lifestyle needs.   In addition, new employees receive three weeks of vacation time and four floating holidays per year beginning on the first day of work (prorated the first year).

Salary: The full salary range for this position is $29.19 – $41.70 per hour, plus excellent benefits package.  The anticipated starting salary is $29.19 – $35.03 per hour, depending on qualifications.  The City of De Pere rewards employees for exceptional work performance with a pay for performance incentive program.  Employees may be awarded a salary increase, bonus, or paid time off for exceptional work performance.  Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee contributions.

Essential Functions

The following duties are essential for this position.  However, they are not to be construed as exclusive or all–inclusive.  To be successful in this position, an individual must be able to perform each duty satisfactorily.  Other duties may also be required or assigned.

  • Develop, update, edit, and maintain citywide utility data (stormwater, sanitary, and water) with GIS tools by processing various forms of GPS/Survey, digital, and hard-copy data.
  • Develop, update, edit, and maintain citywide spatial data (for various other departments) with GIS tools by processing various forms of GPS/Survey, digital, and hard-copy data.
  • Conduct data and spatial analysis and create GIS data for custom mapping requests, quality control, presentations, and distribution using GIS tools and methods.
  • Compose new maps and visualizations and update existing ones in collaboration with various City departments, as requested.
  • Prepare written documentation to communicate processes and procedures, including technical documentation explaining geoprocessing scripts.  Assist in troubleshooting and user support.
  • Develop and improve GIS process efficiency using scripting such as Python, Model Builder, and Command Line.
  • Acquire data and information from various sources to develop the City’s GIS database and for use in mapping projects to meet user needs.
  • Perform quality control procedures to ensure GIS database integrity.
  • Design, build, and maintain web applications using Esri software tools.
  • Conduct sUAS/drone flights for various City needs as an FAA Part 107 certified pilot; process and interpret collected imagery; assist in drone and drone software maintenance as needed.
  • Conduct field verification as needed.
  • Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of:

  • Geography, Cartography, and Geographic Information Systems theories, principles, and standard best practices.
  • Use of GIS mapping software and geometric networks to maintain utility GIS data.
  • Principles of GPS, PLSS, and legal description interpretation methods.
  • Developments and trends in the field.
  • Standard office practices and procedures including business English, business document format, spelling, grammar, punctuation, vocabulary, filing and math.
  • Computer software including word processing, spreadsheet, database applications, accounting and specialized software consistent for this position.
  • City and Department functions to effectively screen inquiries and process related documents.

Skill in:

  • Operation of office equipment to effectively perform the duties and responsibilities of the position.
  • Self-starting and being motivated with the ability to work independently.

Minimum Requirements & Physical Requirements

Minimum Education: Bachelor’s degree from an accredited college or university in Geographic Information Systems, Geography, Computer Science, Engineering, or related field.

Minimum Experience: Two or more years of related work experience in GIS performing similar duties.

A combination of education and experience may be considered.

Minimum Certifications: FAA Part 107 Remote Pilot Certificate within 12 months of hire.

Other Requirements:

  • Proficiency with ERSI ArcGIS software suite.
  • Valid unencumbered Wisconsin driver’s license and safe driving record.
