We want you to join and contribute to our talented and collaborative team as an GIS Developer (IS Systems Development Services Specialist) with the Wisconsin Department of Transportation! Your Geospatial Developer skills will be critical to our team’s success in ensuring that we meet and exceed our business partner’s complex IT project needs.

This full-time permanent position will be headquartered at one of the following DOT office locations: Eau Claire, Green Bay, La Crosse, Madison, or Waukesha, WI. The position also allows the option to work remotely up to 5 days per week. All employees are expected to work within the State of Wisconsin. This position will be required to come into the office for training, meetings and/or operational needs. This topic will be discussed more at the time of the interview.

Position Summary

Who are we looking for?

We are looking for an GIS Developer to:

Use the ESRI Suite of tools to develop and maintain custom solutions. Develop desktop and web applications using Linear Reference.  Provide support to complex application development and modernization projects/initiatives utilizing various platforms and technologies including web, mobile, cloud, and software as a service.

We are looking for a geospatial developer experienced with: ESRI’s ArcMap, ArcPro, ArcGIS Online, widget development, ArcGIS API for Python, ESRI JavaScript API, and Add-ins.  Development experience should include software integrations using Python, Java, .Net, C#. Applicants should be familiar with Oracle database principles and skilled in creating SQL queries and/or writing Oracle PL/SQL.

In this role, you will also be expected to:

  • Design, program, and maintain GIS systems, applications, and tools, ensuring appropriate integration with other agency GIS and IT infrastructure and solution components (e.g., web-tier, workstation, mobile, mainframe, server, cloud, security, database).
  •  Perform advanced business analysis and advanced technical design for information technology projects involving complex multi-platform GIS systems and linear networks.
  • Develop software for GIS web and workstation applications and geo-processing services using object-oriented design and programming languages and application programming interfaces approved for use within the bureau.
  • Utilize Iterative and Agile methods and DevOps principles and practices to deliver software functions rapidly and frequently to the business.
  • Review peer-developed code to ensure compliance with agency development and security standards, promote robust and standard code design, and facilitate development of code that can be easily tested and reused.
  • Develop comprehensive technical documentation for the use and support of GIS systems, applications, and tools.
  • Develop and maintain batch processes and automated scripts to extract, load, and transform data between systems and publishing to spatial data repositories.
  •  Provide incident support for GIS and linear network systems, applications, and tools by diagnosing and resolving complex problems within the time frames defined by service level agreements.
  • Develop automated tests and document test plans to test GIS systems, applications and tools and enhance tests to address incidences experienced during production operation.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $74,880 – $104,000 (or $36 – $50 per hour), plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications

At a minimum, qualified applicants must detail having experience in all of the following in order to be considered:

  • Developing GIS applications using ESRI’s ArcPro and/or ArcMap and ArcGIS Online.
  • Integrating desktop solutions with ESRI’s APIs and Add-ins.
  • Developing solution integrations using Python, .Net, and C#.
  • Working with Oracle databases and creating SQL queries and/or writing Oracle PL/SQL.

In addition to having all of the above, well qualified applicants will also detail having experience in one or more of the following:

  • Providing technical leadership for the design and development of GIS applications, services, application programming interfaces (APIs) and/or tools
  • Designing and building desktop/web software integrated solutions with Java and Angular
  • Using tools/languages to develop batch jobs automating spatial ETL and operational tasks in Oracle and DB/2.
