Education and Experience:
Possession of a Bachelor’s Degree in Geography, Architecture, Civil Engineering or a related field, four (4) years of experience implementing and/or managing GIS, which included administrative duties and project supervision, and two (2) years of AutoCAD experience required. Experience with relational database management systems and ERSI software products including ArcINFO, ArcVIEW ArcIMS and ArcSDE required. Master’s Degree in Geography, Architecture, Civil Engineering or a related field is preferred. Supervisory experience, preferably of staff involved in management of GIS database and use of ArcIMS and ArcSDE, is desirable.
Knowledge Skills Abilities:
of geography, the principles of geographical measurement, architecture, civil engineering and computer science; knowledge of ESRI GIS software including data models, software functionality and application development environment; skill in reading, writing, and interpreting geographic information in a variety of formats; ability to draft budget estimates; ability to supervise professional staff; ability to develop and manage a complex information system; ability to make decisions and define protocol; ability to interact with non-technical personnel within County departments.
Duties:
Under the supervision of the Fiscal & Budget Manager(A&E), to serve as Project Manager of Milwaukee County Automated Mapping and Land Information System (MCAMLIS); to manage, evaluate and implement large scale GIS applications, wide-area-network, infrastructure, or mainframe operating system projects; to direct the activities of a GIS project team or systems maintenance staff comprised of in-house and/or contracted staff; to plan, coordinate, prioritize, and perform problem diagnosis, solution and status reporting on the operation of County-wide or large scale GIS applications; to monitor staff productivity and evaluate assigned project staff; to train staff in the use of industry standard practices; to direct GIS project staff responsible for systems design, analysis and planning for County wide or large scale GIS applications through the use of appropriate methodologies; to work closely with departmental and agency representatives to determine business needs process improvements that can be addressed with GIS technology, using industry standards in the development life cycle; to assure that quality services are provided in a timely and efficient manner; to develop and document project management standards; and to perform other duties as may be assigned.
