Project Description (include Deliverables):
A secured ArcIMS 9.1 internet mapping application for State Department. The application must, at a minimum, adhere to the following specifications:
1) Require and manage DATCP user authentication (i.e., userID/password).
2) Use DATCP ArcSDE 9.1 GIS repository data.
3) Include a pre-defined list of available *Layers* (i.e., from ArcSDE 9.1 GIS repository) that can be mapped. Each layer has its name, symbol, and three *check boxes* associated with it, where:
V (Visible) = If checked, that layer is included in the map
L (Label) = If checked, that layer is labeled in the map (i.e., label columns pre-defined)
A (Active) = If checked, that layer is active (i.e., required for some toolbar tools like *buffer*)

4) User ability to check or uncheck a *Layer* as *visible* is dependent on map scale. More *Layers* become available as the user zooms in to the map. Users are prevented from opening *Layers* when map scale is inappropriate based on pre-defined minimum and maximum scales.
5) User ability to view *Layer* labels is dependent on map scale. More *Layer* labels become available as the user zooms in to the map. Users are prevented from drawing *Layer* labels when map scale is inappropriate based on pre-defined minimum and maximum scales.
6) Include basic ArcIMS 9.1 tools (e.g., zoom, move, identify, full extent, previous extent), and advanced ArcIMS 9.1 tools, including: buffer, measure distance, select scale, query, and print functions.
7) Include pre-defined *select by attribute* functions for selected ArcSDE 9.1 GIS repository data layers.
8) Include a second window or dialog box that allows users to perform ad hoc queries.
9) Include a customized map template. The print function will allow the user to enter a title, page size, and scale (with *current extent* as default). The map will be saved in a format to be determined. Map template will include: *Visible* layers (labeled as checked and appropriate to scale), legend, map scale, scale bar, title
10) Include an option to export selected attribute data in a file format to be determined.
11) Include basic Help.
