Job Duties
This position will provide assistance and expertise for the Bureau of State Highway Programs in the maintenance and use of the WISLR GIS database for 100,000 miles of local roads. Duties of this position require the incumbent have good GIS technical, organizational and team skills. A basic understanding of On/At location referencing methodology or other similar linear referencing methodologies is required.

Primary focus of this position provides GIS support for WISLR’s Location Control Manager (LCM) annual mileage certification process. WISLR pays approximately $375 million in general transportation aids to approximately 1900 local units of government. WISLR is a Web based GIS data management system available to WisDOT and local units of government. WISLR provides convenient access to local road data that is critical for enhancing local road decision-making and is WisDOT’s local road asset management tool.

Additional activities require the individual ensure work assignments are completed timely to ensure annual certification deadlines met, communicate and coordinate certification related activities with Regional field data collectors along with provide some level of support for local contact. Work assignments and policy/guidance are established by DTIM, Data Management Section.

This position requires significant knowledge and experience in the following areas: WisDOT’s Location Control Management (LCM) tools, applications, policies and procedures; GIS and ArcGIS software; spatial processing techniques and cartographic principals; and interpretation of construction plans, sub-division plats, certified survey maps, legal documentation and digital design files.

The incumbent performs these duties under limited supervision of the Statewide Local Road Coordinator and Chief of Data Management.

Job Knowledge, Skills and Abilities:
Knowledge of practices in GIS: technology, concepts, techniques, related databases, and cartography; knowledge of ESRI ArcGIS software; knowledge of interpreting construction plans, sub-division plats, certified survey maps and other legal description/documentation to translate it into line work; knowledge of Location Control Management (LCM) tools, applications, policies and procedures; knowledge of a link/site location referencing system; knowledge of On/At Methodology practice; knowledge of GIS data and business attribute data; strong analysis and problem solving skills; strong ArcGIS skills; skills to test existing and new GIS software; general knowledge of transportation data; good oral and written communications skills; and good customer relations skills.

Describe in detail your education, training and/or work experience in the following areas: 1) Application of GIS concepts in a work environment and use of various GIS tools to maintain line work and polygons; 2) Use of legal documentation, e.g., certified survey map, sub-division plan, legal descriptions, and annexation descriptions to translate these descriptions into line work; 3) Use of various GIS referencing systems as it pertains to roads and municipal boundaries; 4) Support of production application and/or data that required you to perform the fullowing type of responsibilities: analyzing line work/data problems, function testing, identify data quality control processes, documenting procedures, maintain data integrity via database tools, and creating or maintaining logs; 5) Using cartographic skills to perform label placement, line adjustment, map layouts, map series, map frames, reference layer, etc, to support mapping.
