Responsibilities:
The qualified candidate will be responsible for completing task management of FEMA county-wide DFIRM Update studies for multiple counties. Specifics may include utilizing GIS software to support engineering modeling activities, managing project tasks, mentoring junior staff, developing and formatting standard ESRI Geodatabases, creating cartographic maps, conducting minimal field investigations and surveys. Must be able to effectively use verbal and written communication skills, prepare reports and proposals, and interface comfortably with internal and external clients.
Applicants must be proficient at data research and collection, conversion of spatial data between software/hardware platforms, and data documentation (metadata). The candidate will be able to design and streamline workflows, identify source requirements, and collect, process and disseminate geospatial data in compliance with both client needs and data specifications, specifically FEMA Guidelines and Specifications for Flood Hazard Mapping Partners. This position demands the ability to work with and understand various types of water resources and environmental data.
Requirements:
B.S. or M.S. in GIS, geography, geology, planning, computer science, or related field.
Minimum of 5 to 7 years professional experience.
Engineering background in surface water hydrology and hydraulics and the application of hydrologic and hydraulic (H&H) models; and the Federal Emergency Management
Agency (FEMA) National Flood Insurance Program (NFIP).
Candidates also must possess 1 or more years experience with the preparation of FEMA
Flood Studies; GIS based hydrologic and hydraulic modeling; and in-depth knowledge of ESRI GIS Software and database concepts.
FEMA DFIRM database and map production experience and project and personnel management experience is a plus.
Excellent oral & written communication, with ability to bridge the gap between technical and non-technical staff/management.
Strong general computer skills a must; expect proficiency with Windows OS and Microsoft Office products.
Knowledge of relational database systems and spatial database systems; Geodatabases and Coverages.
Self-starter with the desire and ability to take the lead on multiple tasks.
Ability to control and deliver on multiple workloads simultaneously.
Desired Software Experience: Access, AutoCAD, GPS platforms, ESRI (ArcView, ArcInfo, ArcIMS, ArcSDE), EVS, ODBC, Avenue, Visual Basic, SQL, XML, Java.
