GENERAL DESCRIPTIION: Under the direction of the County Administrator, provides Geographic Information Systems (GIS) database development, technical and general GIS services to County Departments. Performs technical work to enhance the County�s efforts to modernize its land records data. This position functions in a key role towards the development, implementation and maintenance of the County�s GIS program.
JOB DUTIES:
The following duties are illustrative, and the person holding this position may be required to perform other duties of a similar nature or otherwise related to the position.
1. Assist, digitize and maintain digital map files through AutoCad and ArcGIS software.
2. Assist and maintain relational databases such as Microsoft Access, Excel and ArcGIS Geodatabases.
3. Assist County Departments in the development and use of the GIS program.
4. Prepare, maintain, and revise County tax parcel, zoning, and base maps using GIS software.
5. Assist County with maintenance of land records database systems including parcel maintenance as required.
6. Research, collect or develop project specific raster, vector and database information in support of GIS and mapping projects using legal records.
7. Maintain subscriptions for GIS based web services.
8. Maintain inventory of GIS related data including metadata.
9. Perform administrative duties as directed.
10. Assist in the implementation of the County Land Records Modernization Plan.
11. Assist County Departments in obtaining, developing and maintaining GIS data, databases, and maps.
12. Attend conferences and training sessions related to assigned functions.
13. Conduct regular meetings with Departments who use and could use GIS program technology.
REQUIRED QUALIFICATIONS:
1. Associate degree in Geography, Cartography or related field, GIS training, and at least two years GIS automated mapping experience or any combination of education and experience that provided the equivalent knowledge, skills and experiences.
2. Ability to read legal descriptions.
3. Knowledge of GIS methods and procedures for input, processing output and development of applications.
4. Knowledge of coordinate systems and standard mapping principles.
5. Knowledge of surveying principles and practices.
6. Intermediate level to use County GIS Software including AutoCad and ESRI products.
7. Knowledge of SQL operating platform.
8. Ability to apply algebraic and trigonometric formulas.
9. Ability to interpret inferential statistical reports and/or formulation and equation data.
10. Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
11. Ability to exercise judgment, decisiveness and creativity under limited supervision.
