The Wisconsin DOT is looking for a creative, hard-working individual who works well independently and as a member of a team, has good analytical skills, and can coordinate Surveying and Mapping activities throughout the state. Responsibilities include administration of contracts for photogrammetric services; evaluation of product quality; and research of new technologies, procedures, and equipment that will improve efficiency, resulting in cost savings and improved quality of work products.
JOB DUTIES: Serve as a program leader for automated surveying and mapping initiatives related to photogrammetric engineering and to conventional and Global Positioning System (GPS) surveying. Coordinate the contract development, consultant selection, and contract administration activities for the Surveying and Mapping Section; contracts are for photogrammetric products/services (digital terrain models, aerial imagery, etc.), photogrammetric-positioning, and geodetic control. Lead an on-going quality control and assurance program to ensure photogrammetric product quality. Research and evaluate new technologies and methods to increase cost savings and efficiencies. Promote and enhance the areas of photogrammetry and automated surveys. Develop, coordinate, and provide training and technical support for DOT staff, consultants and other agencies. Develop and maintain good working relationships with a variety of individuals; work groups and committees; local, state, and federal agencies; public and private vendors and consultants; and universities, to promote and enhance surveying and mapping activities.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: the engineering principles and practices applied in the positioning, design, construction, and maintenance of all types of highways, bridges, and related structures; highway laws, codes, standards, and specifications related to highway engineering; project management methods; research methods; quality control and assurance methods; team-building methods; and methods to develop, administer, and review professional service contracts with consultants for geodetic survey and photogrammetric products. Technical skills such that one can provide technical guidance, assistance, training and consultation on topics related to photogrammetry, engineering surveys, and geodetic engineering. Effective oral and written communication skills, including public speaking skills. Ability to establish and maintain effective working relationships with associates, subordinates, other agencies, and the public. Organizational skills. Computer skills (proficient at Microsoft Office). Leadership skills. Ability to plan and administer the activities of professional and technical staff.
