This is a project position in the Chronic Wasting Disease (CWD) program of the Division of Animal Health. This position assists with data management related to the CWD program and other data including registered livestock premises, animal health related entities licensed or permitted by DATCP, and foreign animal disease events in WI. This will involve database design and management to integrate geospatial data and relational data from a variety of sources. In addition to data administration activities, the position will be involved with cartographic (map making) product output and geographic data analysis for the division. The position will provide technical support and training to GIS and GPS users with the division.

KNOWLEDGE AND SKILLS REQUIRED:
-Extensive experience using Microsoft Access to enter and manipulate relational databases required.
-Extensive knowledge of geodatabase concepts and structures.
-Fluent with the use and administration of ArcGIS desktop tools, including ArcMap, ArcCatalog and ArcToolbox; knowledge of other ESRI products a plus (e.g., ArcSDA, ArcXML, etc.).
-Knowledge of data models, design, and analysis, database back-up and recovery procedures.
-Knowledge of project planning and management techniques.
-Familiarity with address geocoding software and Census TIGER databases required.
-Knowledge of mapping, surveying, and positioning (GPS).
-Familiar with sources of Wisconsin statewide and local GIS data themes, including web mapping services, digital raster graphics, digital orthophotos, the public land survey system, and local land records including parcel mapping highly desirable.
-Effective oral and written communication skills.
