POSITION SUMMARY
This is a full-time professional position through December 31, 2009 (the position may be reappointed at that time). The position requires considerable knowledge of the principles and practice of comprehensive planning, the relationships of various functional plans, and the use of Geographic Information Systems (GIS). The employee exercises considerable independent judgment in working with townships, municipalities, and the County on land use plans, zoning and land division ordinances, and related planning projects. This position also serves as the County Land Information Officer, supervises a GIS Technician, and reports to the County Conservationist.
Assist Vernon County municipalities through the comprehensive planning process and manage the completion of the Vernon County Comprehensive Plan.
-Conduct group workshops on land use planning elements.
-Develop maps and databases crucial to comprehensive planning requirements.
-Conduct workshops to demonstrate use of GIS tools.
-Develop new data and spatial layers from information derived in a public input process.
-Develop “Power Point” presentations and use other related land use tools to assist with development and implementation of Comprehensive Plans.
-Design and/or prepare various technical resources on population, land use, parks and recreation, economic development, historic preservation and other planning issues.
-Fiscal agent for Comprehensive Planning grants.
GIS/ Land Information Officer Duties
-Attend Land Information Committee meetings, providing guidance, taking minutes, preparing agendas.
-Provide GIS technical assistance and conduct training on GIS software and land information use to county employees and local municipalities.
-Assist public & cooperating agencies in acquiring photo/maps and various GIS layers.
-Prepare and assist with implementation of the Land Information budget
-Administer Wisconsin Land Information Program grants, meeting state WLIP requirements.
-Annual Land Information Program Grants.
-Develop and maintain Vernon County’s Land Records Modernization Plan
-Maintain file structure
-Develop and enforce policies and standards for data sharing and uses
-Create and maintain maps and databases in ESRI, Microsoft, and SQL server environments.
-Supervise activities of the Vernon County GIS Technician.
Information and Educational Duties
-Develop and implement public information, education, and technical assistance on planning and development issues.
-Provide technical assistance to local communities for preparing grant applications and administering grant funds.
-Write news releases and give presentations to school groups and special interest groups.
